While parole and probation were originally intended to support rehabilitation and keep our communities safe, they can often create a web of confusing, ineffective and destabilizing rules that – coupled with the stigma of having a criminal record – make it very difficult to find a way out of the criminal justice system and achieve stability.
At the end of 2020, 1 in 86 Illinois adults were under some form of supervision, and a recent report revealed that a staggering 1 in 4 people released from prison in Illinois return for a technical violation of their supervision within just three years of release. Technical violations are most often non-criminal behavior such as being late to a meeting with a supervision officer or driving across a county line to pick up a child from school.
All this incarceration places a heavy burden on taxpayers, victims, and Illinois’ communities. The cost of incarcerating someone in a state prison is over $34,000 per year.
But there is good news! In 2023, our coalition helped pass a major supervision reform bill,Senate Bill 423, with strong bipartisan support. The bill will reward accountability, incentivize self-improvement, and give people tools to build better lives for themselves and their families - while also removing several barriers that are in place under the current system.
In fact, we project that SB 423 will create pathways for over 27,000 people to exit the system and give about 10,000 years of life back to justice-impacted people in Illinois.
