There are too many people on probation in Pennsylvania, serving terms that are too long, under conditions that are vague and counterproductive. Meanwhile, probation officers struggle with overwhelming caseloads and too few resources.

The current system is failing us - more Pennsylvanians enter state prisons for supervision violations than for new crimes. This current system is not only destroying lives by increasing recidivism and failing to make our communities safer, it is also incredibly costly. Pennsylvania spends over $330 million a year locking up people in state prison for supervision violations.

Senate Bill 838 offers us another way - one that prioritizes our safety and stability while protecting our resources and rights.

This bill represents a meaningful step toward a safer, smarter justice system.

Senate Bill 838 already passed the Senate with overwhelming bipartisan support and passed out of the House Judiciary Committee unanimously.

It now awaits a vote on the House floor.

As a constituent and concerned Pennsylvanian, I urge you to vote YES on Senate Bill 838 this week and make probation reform a priority. SB 838 would bring essential improvements to Pennsylvania’s probation system while increasing public safety, enhancing statewide fiscal responsibility, and decreasing instability in our workforces and communities. The Commonwealth is in urgent need of common-sense probation reforms and I am asking you, my elected representative, to act now by voting YES on SB 838 and making these changes a reality for Pennsylvania. SB 838 contains the following provisions: - Evidence-based term lengths for probation. SB 838 draws on best practices across the country and within the Commonwealth to safely discharge people off of supervision early and focus resources on individuals in need of additional support. - Data-driven incentives to encourage rehabilitation and compliance SB 838 provides for a 6-month acceleration of the probation review conference and the presumption of early termination for each approved educational or vocational advancement. - Individualized conditions to advance rehabilitation and protect public safety. SB 838 requires that the conditions ordered be specific to the individual, their history, the commitment offense, and their rehabilitative needs, as well as the public’s safety. - Graduated sanctions for technical violations to keep families together and increase stability in our communities: By limiting costly incarceration to instances that threaten public safety, SB 838 reduces unnecessary disruptions on the path to redemption and rehabilitation while simultaneously strengthening communities, supporting economic mobility, and reducing the burden on taxpayers. I support the reforms in SB 838 because they make the system work for everyone - people on probation, probation officers, crime survivors, and the entire Commonwealth. SB 838 holds people accountable, increases support for rehabilitation, and makes the Commonwealth safer for all of us. The benefits of this legislation will extend far beyond individuals on probation, positively impacting families, communities, and the entire Commonwealth by increasing public safety and decreasing wasteful state spending and harmful recidivism. For all of these reasons, I am urging you to vote YES on Senate Bill 838 and swiftly enact probation reform for the benefit of all Pennsylvanians. Sincerely,
