There are too many people on probation in Pennsylvania, serving terms that are too long, under conditions that are vague and counterproductive. Meanwhile, probation officers struggle with overwhelming caseloads and too few resources.
The current system is failing us - more Pennsylvanians enter state prisons for supervision violations than for new crimes. This current system is not only destroying lives by increasing recidivism and failing to make our communities safer, it is also incredibly costly. Pennsylvania spends over $330 million a year locking up people in state prison for supervision violations.
Senate Bill 838 offers us another way - one that prioritizes our safety and stability while protecting our resources and rights.
This bill represents a meaningful step toward a safer, smarter justice system.
