While parole and probation were originally intended to support rehabilitation and keep our communities safe, they can often create a web of confusing, ineffective and destabilizing rules that – coupled with the stigma of having a criminal record – make it very difficult to find a way out of the criminal justice system and achieve stability.
This “supervision to prison pipeline” doesn’t just destroy families and lives – it also costs taxpayers a fortune. Florida spends about $145 million each year to reincarcerate people on supervision for non-criminal technical violations, such as crossing county lines without permission or failing to maintain employment. And the true cost is even higher. Fractured families, understaffed employers, and hurting communities all bear the impact of our supervision system’s failures.
But there is good news! In 2022, our coalition helped pass a major probation reform bill, Senate Bill 752, with unanimous, bipartisan support. The bill will improve outcomes and success rates for people on probation, safely shorten unnecessarily long probation terms, and reduce the overall size of Florida’s probation system, saving taxpayers millions.
In fact, we project that SB 752 will help more than 150,000 people exit this broken system over the next five years. It will also give more than 34,000 years of life back to people and their families.
